Our client is a high-growth, HKMA-licensed FinTech Company backed by major industry icons. As they pivot from transactional banking to a comprehensive wealth-first model, they are seeking a visionary Chief Technology Officer to architect this evolution.

As the Bank’s end-to-end CTO, you will report directly to the Bank Chief Executive, with a functional reporting line to the Group CTO. Appointed under section 72B of the Banking Ordinance, you will hold ultimate accountability for the complete technology lifecycle. This spans strategic planning, architectural design, deployment, maintenance, and breakthrough innovation. You will ensure a stable, secure, and agile banking environment that positions the Bank as a premier technology-centric financial institution.

Responsibilities

  • Own Operations: Drive end-to-end technology operations, platform stability, infrastructure, and core product delivery.
  • Execute Roadmap: Develop technology roadmaps focused on scalability, innovation, agility, and regulatory compliance.
  • Lead Teams: Inspire and scale high-performing tech teams to deploy customer-centric banking solutions.
  • Ensure Compliance: Meet all Section 72B regulations, governing security, audit, and strict risk controls.
  • Manage Security: Oversee cybersecurity, data protection, and ecosystem-wide technology risk management.
  • Align Strategy: Partner with the Group CTO to align banking initiatives with Group capabilities.
  • Optimize Budget: Oversee vendor relationships, infrastructure performance, and tech budgets for maximum efficiency.
  • Enable Growth: Act as a trusted technology partner to business leaders to unlock excellent customer journeys.

Our client is looking for a commercial-minded wealth management professional who thrives in a fast-moving, digital-first environment. You will have a minimum of 15 years of technology leadership within banking or financial services, possessing deep domain knowledge. Fully qualified as a "fit and proper" manager under section 72B of the Banking Ordinance. Proven track record of guiding, inspiring, and growing world-class technology teams. Deep knowledge of cloud platforms, microservices, data architecture, and high-transaction system design. Robust project management, sharp analytical thinking, and decisive problem-solving capabilities. Highly adaptable to a fast-evolving landscape, with a relentless commitment to security best practices. Exceptional communication skills to bridge the gap between complex tech and business growth.
